Navigating EVs and Clean Mobility in Colorado
ReCharge Colorado is the Colorado Energy Office’s statewide EV and clean mobility coaching program. It provides free, impartial technical assistance to consumers, businesses, local governments, nonprofits, fleets, and property owners who are exploring electric vehicles, charging infrastructure, and other clean transportation solutions. ReCharge Coaches help participants understand technology options, total cost of ownership, site considerations, and available incentives, and guide them through planning and funding decisions from early concept through project readiness.
Drive Clean Colorado (DCC) serves as a lead ReCharge Colorado coaching organization, hosting and managing multiple regional ReCharge Coaches across Colorado. DCC coaches work directly with communities, fleets, housing providers, employers, and partners to identify appropriate clean transportation solutions, coordinate with utilities and vendors, and support competitive grant applications. DCC also brings broader Clean Cities and Communities expertise, fleet tools, stakeholder convening, and peer learning to the ReCharge program, strengthening on-the-ground implementation statewide.

State Clean Transportation and Mobility Programs Supported Through Coaching
ReCharge Coaches help participants navigate and pursue Colorado state clean transportation and mobility funding programs, including:
Charge Ahead Colorado (EV charging infrastructure)
DCFC Plazas Program (corridor and community fast charging)
Fleet-ZERO (fleet vehicles and EV charging infrastructure)
Clean Transit Enterprise (zero-emission transit vehicles, charging, facilities, and planning)
Clean Fleet Enterprise / Clean Fleet Vehicle & Technology Grants (low- and zero-emission fleet vehicles and clean vehicle technologies)
CDOT Office of Innovative Mobility programs (clean mobility and access initiatives)
CAMP – Community Accelerated Mobility Program (community-led clean mobility planning and implementation)
E-Bike and E-Cargo Bike Programs (electric bicycle and cargo bike incentives supporting clean mobility and access)
Consumer State EV Tax Credits & Vehicle Exchange Colorado (VXC) (state tax incentives and vehicle exchange support for individual EV purchases)

Coaches do not award funding but help participants identify the right programs, understand eligibility and timelines, and prepare stronger, more coordinated applications.
How to Apply for the Charge Ahead Colorado Grant

Review the Charge Ahead Colorado page on the Colorado Energy Office’s website and read through the application guide.

Identify your ReCharge Coach and if you are a qualifying entity, reach out for assistance.

Work with your utility company to choose a location and type of charger to fit your facilities’ needs. Drive Clean Colorado (DCC) Regional Coordinators can facilitate introductions to utilities.

Connect with DCC for assistance in planning a site assessment to ensure your location is properly set up for increased energy load and install of a charging station(s).

Contact your city/county for information on permitting fees. You are advised to not purchase a permit before being granted the award. DCC can facilitate introductions to local permitting experts.

Gather quotes from 2-3 charging vendors. Ask your ReCharge Coach for a list of vetted vendors to get you started.

For workplaces or HOAs, work with DCC to complete an employee/resident survey to demonstrate demand for charging stations.

ReCharge Colorado Coaches (known as ReCharge Coaches) provide coaching services for electric vehicles (EVs) and charging infrastructure in every county. Recharge Coaches advise on financial savings, identify grant opportunities, and provide education about the benefits of EVs and charging stations.
