Colorado fleets and clean transportation partners have some new opportunities to watch for in 2027.
The Colorado Clean Fleet Enterprise (CFE) recently released its FY 2026–27 program and funding outlook, providing an early look at several new and updated programs expected to launch in the first quarter of 2027.
For fleets, workforce and training organizations, and other clean transportation partners, the message is simple: funding isn’t open yet, but now is a good time to start planning.
$16.5 Million for Clean Fleet Vehicles & Technology
CFE expects approximately $16.5 million to be available through the Clean Fleet Vehicle & Technology program in FY 2026–27.
Specific vehicle incentive levels will be announced later this year. CFE is also evaluating whether used vehicles could be included in the program, potentially creating another option for fleets looking for cost-effective ways to transition to cleaner vehicles.
CFE is also coordinating the addition of Volkswagen Settlement funding to this program.
What fleets can do now: Look at upcoming replacement schedules across your fleet. Which vehicles are approaching replacement? What are their duty cycles? Where might clean vehicle technologies be a good fit? Identifying those opportunities now can help your organization prepare for future funding.
A New Heavy-Duty Diesel Vehicle Replacement Program
CFE is also developing a new Heavy-Duty Diesel Vehicle Replacement program created through Senate Bill 26-021.
Approximately $4 million is expected to be available in FY 2026–27, with additional information about vehicle incentives and agency eligibility coming later this year.
For organizations operating heavy-duty diesel vehicles, this is a good opportunity to start looking at aging vehicles, replacement timelines, duty cycles, and the technologies that could potentially meet those operational needs.
New Funding for the Clean Transportation Workforce
CFE expects approximately $725,000 to be available for Vehicle Workforce Development.
The initial program is likely to emphasize a larger number of smaller awards rather than a few complex or high-dollar projects.
This is an important opportunity for organizations working to prepare vehicle technicians and other members of the workforce supporting clean fleet deployment.
At Drive Clean Colorado, we’ve been working with partners across the state to better understand these needs, including through our EV Workforce Symposium and continuing conversations with technicians, training providers, first responders, infrastructure professionals, fleets, and state agencies.
As this funding opportunity develops, we’ll continue working with partners to identify specific training gaps and opportunities that could help Colorado build the workforce needed to support clean transportation.
Technical Assistance Is Expanding, Too
CFE is also developing a new Technical Assistance offering based on conversations with fleets throughout Colorado.
The program is looking at longer-term fleet support needs—including support after vehicles are awarded and deployed, vehicle maintenance, challenges when manufacturers discontinue operations, and stronger connections between fleets and vehicle manufacturers.
That’s an important recognition that successful fleet transitions require more than funding the initial vehicle purchase.
Through Drive Clean Colorado’s fleet and ReCharge coaching work, we hear many of these same issues directly from fleets. We’ll continue helping fleets work through vehicle and infrastructure decisions, connect with resources and partners, and identify barriers throughout the deployment process.
What Happens Next?
CFE currently anticipates launching its new and updated programs during the first quarter of 2027, subject to CFE Board direction, completion of program development, and available funding.
